Over on the service status forums, a service maintenance has been scheduled for 2/28 at 2 AM PST for NA,4:00 GMT for EUW, and 3:00 GMT+1 for EUNE,
Here is Filthy Animals' standard maintenance post:
"On 02/28/13, starting at 00:30 PST, ranked queues will be disabled in preparation for patch 3.03. At 02:00 PST, the servers will be shut down and all games currently in progress will end in a draw and stats will not be recorded. We estimate the battlegrounds will be unavailable for 6 hours."While we don't know for sure, I would assume this patch contains Quinn and Valor, the new ping radial, new HP bars, new HUD animations, and the slew of balance changes we've seen on the PBE.
